With reference to your letter No.30838/1915 of the
10th July regarding the proposal by the Governor of
Hong Kong to require landing certificates in the case
of exports of prohibited goods and goods exported under
the Declarations of Ultimate Destination Ordinance, I
am directed by Secretary Bir E. Grey to ask whether the
procedure contemplated by Mr.Secretary Bonar Law would
involve the signature of some special form by Consular
Officers, or whether the mere legalisation of landing
certificates, for which a fee of five shillings would
be charged, would be sufficient.
